Yes, that's usually the case. Apparantly Windows DVD:s are no longer delivered with the purchase of pc:s from what I've seen due to
OEM and because of this the price for the operating system get's cut down.
From those which like to have Linux installed, they have been unhappy that Windows comes preinstalled, so some companies have decided that they'll come without an operating system, but it's not as common.
