the software you are using will determine what kind of options you have for encoding to mp3, or going from mp3 to wav.

i use the software that came with my sound blaster audigy card to encode from wav to mp3. i normaly encode wav to mp3 to a constant bitrate of 192 kbps. mp3's encoded to a bitrate of 128 kbps are fine too, but i usually stick with 192 or higher because the size of the file is not a big issue for me, and 192 or higher usually will be a little better quality than something encoded at a lower bitrate. if hard drive space is an issue, encode to 128 kbps which will make your mp3 file size slightly smaller and the quality should sound fine, depending on the original wav quality of course.

as for converting mp3's to wav, i use Winamp (http://classic.winamp.com/), a free player that plays mp3's or wav files, and works well for converting mp3's to wav. the attributes of wav files i make from mp3's are always......44.1khz, 16bit stereo.
