Yes, the problem has something to do with the fact that your computer does not have a "unique" (routable) IP address. If your home network is created by a hub or a switch, there should be a PC connected to it running Internet connection-sharing software that serves as the "host" or "gateway" PC. On that PC, you need to configure the software so that incoming traffic on port 6112, TCP is being forwarded to your computer (the one hosting Warcraft III games).

If you're using Windows XP, you need to make sure that the built-in XP firewall is disabled or configured for hosting Warcraft III games. Instructions for configuring the firewall can be found here:

If you have a software firewall installed, it isn't necessary to have the XP firewall enabled. If you want to disable it, follow the steps up to the part where you're looking at the Advanced tab in the connection properties, then uncheck the box at the top next to the XP firewall description.

Are you behind a router? If you are and the router is configured for DHCP, it's possible that your computer has been given an IP address that port 6112, TCP isn't being forwarded to. If you're behind a router, double-check your port forwarding settings.

What version of Windows are you using and what kind of Internet connection do you have? If you're on a home network, what is its topology?
