Tips on how to recruit a LAMP developer

Many of you will probably think this is crazy - but is it possible to find a LAMP Developer fresh out of college and pay them around $55K in New York City? After you stop laughing, please realize that we are an educational nonprofit (donorschoose.org) and have to do stuff on the cheap. Where are good places to recruit, how can we assess candidates' knowledge?

I'd never heard that term before. I'd think you could probably pick somebody up if you're willing to let them telecommute most of the time.
