Are you saying that you can play once after reinstalling, but when you try to play again you get that error message, and the cycle keeps on going when you reinstall? If that's the case, that means that something is corrupting your game executable, namely a virus. This is one of the viruses I have seen people find in relation to this problem:
http://securityresponse.symantec.com/avcenter/venc/data/w32.pinfi.html
The virus infects executable files, and in order for the game to start properly, your game executable cannot be modified by anything. If you have that particular virus, it has probably infected other executables on your hard drive, but it isn't apparent.
If you haven't already, please scan your system for viruses with an up-to-date antivirus program. If you don't have one, I strongly suggest you go to your local software retailer and get one. I recommend Norton Antivirus. If a virus is found, remove it, then reinstall Diablo II and try again.
How long have you been getting that error message when you try to play Diablo II?
Note that most of the steps on Blizzard's support site for this issue are for people who cannot start the game at all after installing it. That problem is different from yours, as it indicates that something in the user's system is having a problem with the copy-protection scheme that the game disc uses (Securom).
