If you use non standard PS2 mouse you have to load the mouse driver separately. First try the mouse with another (your friends) PC.
Make sure that the mouse reguirements are for your computer and for your Operation Software.
With USB mouse make sure first that your USB ports are working then install the USB mouse driver, also recommendable is to visit the mouse manufacturer's homepage for any mouse driver upgrade.

Cordless mouse test first with another PC, also if the mouse uses batteries check the batteries.

Last test is to check is the mouse IRQ setting interfering with some other device.

Well, even with a mouse there can be several answers.
