Can you prevent lower resolution from filling entire screen/going full screen?

Is it possible to make it so your display (LCD monitors and notebook LCDs) does not fill the entire screen (or going full screen) when you set a resolution below it's native ? ie something similar to what background setting options you have for Windows 2000 and above, where instead of stretching a background image too small to fill the entire screen, i only want the background image to be shown in its original size

Where would that option be?? Does that have anything to do with DPI settings?
