Unresponsive Armada 1700

Does anyone know the problem here?
I recently acquired an Armada 1700 for free.. with a catch.
The system doesn't power up at all. When the power button is pressed, whether the battery is in or not, all that happens is the battery light flashes. No hard disc spinning up, no motherboard fan, no life on the screen at all. Nothing, nada, zip.. you get the idea. I replaced both the internal AC adaptor and the 266 motherboard with a 366. Still no difference, same problem, same symptoms.
The only internal component that is left to be replaced is the DC board arm.. and im not sure whether to get another as the other two components ive spent money on have made no difference. Does anyone have any ideas?

Ive also tried different configurations of the sound/LED board, motherboard and ac adaptor.. ive no idea what the problem is, no change to the symptoms.
