Question USB 2.0 and IRQ's

I posted a question awhile back Link to thread here)
and after some time have decided to try to get this computer to run again (i've been using my laptop instead because of this problem) Basicly, my USB 2.0 card is running painfully slow (333kb/s then dropping off to 0 every other second) and I dont know why. This occurs with all USB 2.0 devices I plug into the computer that otherwise function at their normal USB 2.0 speed when connected to my laptop. I get approx. 8,000 to 10,000 kb/s when the exact same external hard drives are connected to the laptop, but only 333kb/s with the desktop. I have a Asus A7V266 motherboard and a generic Comp USA USB 2.0 card (ALi) As mentioned in the previous post, I may have an issue with my IRQ's for the card.

First question, are you OCing? A pc hardware subsystem almost requires a good bit of cooperation for things to run smoothly. This is a matter of timing and OCing can through all of that off.

Also it would be a good idea to disable system devices that you never use, especially anything onboard. The less conflict for i/o bandwidth.

Also update any bios and drivers, making sure that you have device specific drivers and not windows generic. If you are not using some of those USB ports, the 1.1s, disable them.

move the pci card around until its happy.

Nope, no overclocking. I have shuffled the PCI configs arround quite a bit, same result... Transfers are constantly 333kb to 0kbps i've moved lots of USB stuff and tried all sorts of external configurations - still no luck...

When I say constant, I mean that they never go above that. A transfer of a file goes like this "333Kb....0Kb.....333Kb....0Kb.....333Kb.....Etc...

I will return to the idea of diabling any extraneous devices particurly those old, extra, USB 1.1 ports. Also, make sure that the system is recognizing your USB 2.0s as 2.0 and not 1.1
