Web Link problems

I recently had to reinstall my operating system. I have a problem,that if I am on a web site and there is a web link and I click on it, a new Intenet explorer window comes up but there is nothing in it. What has to be unchecked or reset to allow the link to come up. Thanks.

Tools > Internet Options > Advanced tab > Check Reuse Windows for Launching Shortcuts
Turn off firewalls
Does FireFox work?

the Answer can't always be, "Use Firefox" *shakes head* - tho' it is helpful to know if another browser works... it's not always the answer. Because if it doesn't then maybe there is something inherently wrong with the page code ..
