Well, if you can show us what you have worked on so far, we can probably give you some useful suggestions. Joomla is a very good CMS solution, although it may be a bit too complicated for those who have not used a content management system before. What forum script were you planning to use, anyway?

Unless you can afford paying me at least $250 for setting up a CMS/forum, I'm afraid you'd have to try your hand at it yourself
