Hmm.. One thing which I would like to know here is how the temperature looks like within that PC. Speedfan is a program which can give an output on this and I suggest that you make a report about this on this thread. It is also of interest to know what hardware you are using Vista on. CPU-Z will give this information.
I have experienced Windows XP to work very, very bad when the heat is to high inside the case and by doing some adjustment I got rid of the problem. The failure with Windows XP has been identical to what you now experience with your Vista system.
So... if I were you I would take a look at how it looks like inside the case and check the temperatures to see if you need to clean up inside or add some chassi fans to the case.
Also: you might be infected with viruses/trjojans.
