displaced start menu and taskbars

Can anyone please tell me if there is a RUN Command to correct a displaced start menu and taskbars. Mine suddeny appeard vertically up the right side of my screen.

I know that it can usually be correted by dragging it back to the bottom but it won't work in this case. There must be a RUN command for it.

Does anyone here know what it might be?

Please disregard- problem solved. FYI - I was trying to drag it back down by grabbing ahold of the edge and it didn't work. What did work finally was dragging it by simply placing the cursor in tside the gray area and then draggin it down.
