Is it the Power supply?!

I am building an old machine approximately starting at 90Mhz going up to 233 gradually and I got 128 of EDO Simms I also got a 2Mb video card with an 8X Mathshita Cd-rom. Plus a floppy drive and two hard drives.<
I already got windows installed on it cuz the problem doesnt stop me from working on it.
When I turn it on nothing seems to turn on but the cou fan and the primary HD.
The HD light is on and then after a while the CD-ROM
Led turns on but flashes quickly then slows down making it seeks a the drive then my secondary HDD
turns on. And I have the BIOS screen.
The PSU is a 250W but it says 200W in brackets...
Is it the PSU or something else?

Unplug everything but the essentials (CPU, RAM, Video, HD1). Try booting with that.
Are you getting any beep codes at boot?

With those older systems like that, 200w was pretty much a good stand, anything over 200w was pretty much useless. I had a 233mmx setup with 3 hard drives, a CD-Rom (24x), and a floppy with about 4 fans connected with it, all hooked on a 220w AT PSU. It ran fine, without ever stressing. It could be the PSU going out though... Try getting another PSU you know works great and try it. If you have no problems... the one you had was just wore out. (in lamens terms of course)

No I didn't plug my Spker cuz my plugs dont seem to fit on the J,s they are lined like this all in the same bunch

I put the power in and it doesnt turn on so I move it one more towards the left and then my pker dont have enough room .........
anyway I have 2 other power supplies ...
1 : 300W for AT
2: 250W for AT never used it.
The 300W is getting noisy its an Enermax I aint sure how to plug the wires on the switch you know those 4 wires on the end.... Well I dont know how they go on the switch so I dont touch that.. If someone can help me with it I'll do it..
Also the one in the case has only place for 3 drives ...
These are the plugs
1: CDROM/HDD PWR PLUG
2: CDROM/HDD PWR PLUG
3: CDROM/HDD PWR PLUG (Also one of them is plugged through fan)
4: FDD power plug..
Thats all it has
its a DVI 200W PSU its a very quiet one I loved it for that until I noticed its probs..
Thx guys and no it doesnt change anything when I unplug some stuff I have to unplug everything but MOBO
I even separated the plug of the screen to one of its own...
THX DOES the noise have to do with anythin? Or can I use my 300W psu?
THx I know this is a long post I try doing my best to put it simple but I have trouble doing that.

Try the 250, and see if your problems end. It's simple, the only plug you'd have a problem with would be the motherboard plugin, but those are quite simple as well, just jot down the way they go in and remember it. The best way to remember it is marking down the colors of the wires and how they go in order in relation to the plug. This way you can't mess up with those older 2-part plugs. 
As for harddrive and CD-Rom plugs, they only go in ONE way. hehe

I know how everything goes I MEAN the four wires on the power switch..
Those are the ones I cant understand..
anyway ya ill try the 250 but my DVI is so quiet its almostun changeable hey btw I might just sell tje 300 and 250 to my local Hware store.,.

Well, 50w may help you out if that's the problem at hand. Just have to try and see what comes of it

hmm AOD I have a little correction to make :
The one I thought was a 250 is a 200 and the enermax is a 230 the one in my case says 250W(SURgE) and 200W and the switch plugs are diffrent the DVE in the case has the switch already on it while the others ahve plugs and they need to be in an order..
