Can't Get Motherboard And Cpu To Post?

JUST BOUGHT NEW CASE(CS-BK-ALNEON BLACK ALUM. P4 400W/NEON), NEW MOTHERBOARD & CPU (FIC AD11 SOCKET A MOTHEBOARD WITH AMD XP 2000+) AND NEW CPU (DDR 2100/256). BUT I CAN NOT BOOT. AM HAVING PROBLEMS WITH THE CASE. MUST USE SWITCH IN BACK. THE LIGHT ON CD-ROM AND LIGHT ON HARD DRIVE COMES ON BUT SPEAKER IN CASE MUST NOT BE WORKING, NO BEEPS. I TESTED THE VIDEO CARD IN ANOTHER COMPUTER AND IT WORKS. GET NOTHING ON THE SCREEN. NO OPERATING SYSTEM INSTALLED YET. FANS ARE WORKING ON CPU. MUST TURN THE ONE ON TO MAKE IT GO ON CHIP ON MOTHERBOARD. ANY SUGGESTIONS ARE APPRECIATED.

What do you mean by "MUST USE SWITCH IN BACK."?

It sounds like maybe you haven't plugged the wires coming from your case and comp spkr into your motherboard. These wires will let you use the power/reset buttons, controls the hdd and power LEDs, as well as the internal compu spkr.
and just what in the hell does:
"MUST TURN THE ONE ON TO MAKE IT GO ON CHIP ON MOTHERBOARD"
mean?

IT MEANS THE SWITCH ON THE FRONT OF THE CASE IS NOT WORKING PROPERLY. I DO HAVE THE INTERNAL WIRES CONNECTED TO THE MOTHERBOARD AND I HAVE CHECKED THE WIRING SCHEME TO THE MOTHERBOARD BOOK.

I think your caps lock key is broken.
do you have the IDE and floppy cables plugged in? if you do try unplugging them. can you test the cpu and memory in a different system? you might also try booting the motherboard out of the case (ground yourself of corse)

If you installed the CPU and heatsink yourself, I suggest you make sure you made good contact and you didn't damage the chip.
No signal to the screen whatsoever with a working video card could mean a damaged CPU or broken motherboard (I had a similar problem a while back).

It sounds like you just might have yourself a faulty/broken motherboard. RMA it, if that doesn't fix the problem, replace your CPU.

Check the voltage setting on the power supply. It should be 115 and not 230. And in the future, please not type in all CAPS, its rude and really disrepectful.

In most motherboards I have seen, the connection wires from the case to the mobo need to be "label, or text on the plug" so the text is covered or faced inward. This makes it unreadable after its properly plugged in.
Consider doing a CMOS reset.
Reseat the everything. Use compressed air and blow out any connector from the CPU slot and pci to the RAM slots.
Check that you have the proper cables for the mobo and drives.
Remove everything but the ram and graphics card and cpu. Boot up and se if it posts.
Be sure the graphics card is supported by the Mobo.
Do you hear any beeps from the Mobo during this boot up?
