Internet Problems....

Ok here is my problem.
When I try to play a game online mostly CS i get a real shitty ping (>1000).
but i browse the web fine and download fine as well.
This is with Cable so that kind of ping is just crazy.
And my friend who lives right across the hall has the same cable and his works fine.
The only thing i can see that would be causing the problem is the cables or the router i am setup behind.
The only thing that doesn't make sence is that everthing else seems to be fine.....
Any suggestions?
I tried mailing and calling the ISP but they weren't much help.

First make sure you stop loading all unneeded software. I believe you can still do a msconfig and get at the startup tab to see the programs that run at startup. Compare that to the programs found here and uncheck any unneeded programs:

Next go here: http://www.dslreports.com/tools
Run Speed test to see your speed
run tweak test, and download DrTCP
set you MTU to 1500 and your RWIN to 250000, and reboot. rerun tweak test and reset your MTU and RWIN to the suggested levels.
Re run speed test and see if it helps.
