Any idea on how to get rid of this?

It also gives those boxes on start up.

What boxes? I'm not sure of what you want to get rid of here. It's pretty confusing.

If by "boxes" you mean "icons"... I think I can help.

Go to Start > Run.
Type msconfig
Click the Startup tab (it may be called something else on your computer, but you'll get the idea), where you can select checkboxes next to what programs you want to run on Startup.
The icon you have circled is for MSMessenger. Uncheck the box for MSMessenger, and it won't appear on startup anymore.

No just go in MSN enter the preference tab uncheck the Start up automatic on start up

As for ms config the file stays there its for diagnostic problems that you move it out that way theres always the right way in preferences.....

In msconfig u take out things that u manually deleted and that always wanna open on start up looking for mssing file as for his case he can take MDM and LoadQm/WC out that way

Note that there may be some programs tied into MSN Messenger that removing it or refusing to run it may affect these programs ...

Not sure but even though MSN Messenger ships with XP, the whole program integration with other MS apps like Office and such isn't there, unlike NetMeeting.
