Digital imaging

I hope this is in the right forum, but here goes: I want to find a good (maybe free ) program to resize digital images and to resize animated gifs as well- anyone know one? Also, if I want to post a picture on a forum and it can be no more than 180*180 pixels, how do I know if it's the right size? I right click and check properties, but all it tells me is how many bytes, etc. Is it as simple as multiplying 180*180? Sorry to sound like such a noob, but I just got a new digital camera which is of high quality and the images are massive- my old digicam was crappy and had software to resize which was easy to use. Thanks in advance- Jim
