Nero 5.5

I'm attempting to install Nero 5.5 and it is failing before it begins. For some reason, it requires you to specify which users will be allowed to use the software upon installation. However, there are no users to select on this list, so the installation cannot proceed any further. The only option is to cancel.
Windows 2000 SP 3
Any thoughts?

Is 5.5 made specifically for XP or something?!?

It's one of those licensed copies that is shipped with a purchased cd-burner. There is no indication on the case or the documentation that it is intended for a specific version of Windows.
