change IRQ setting under win98

directx/ddhelp illegal operation error message appears whenever i play any game
possible cause sound card and video card share the same IRQ and i run under win98 second edition
question: all i wanted to know how do you change the IRQ setting under windows 98 SE, i tried the change setting under the resource tab but it gives me an error says resource cannot be modified
i changed my sound card onto a different PCI slot no use, still on IRQ 10, sharing the same IRQ with my video card
tried to change it in bios, doesn't work, i don't know very well how to change the IRQ under bios
my system spec:
pentium III 733MHz
384RAM
nvidia geforce 4 MX 420 (40.72 WHQL certified)
creative soundblaster PCI 128
windows 98 second edition
