Unreal Tournament 2003 Install Problem

I have this problem when trying to install UT2k3. I had a few problems with my system, so I reformatted and reinstalled my OS. When I put the UT2k3 Disc in and start the installation, I get an error at different points (because of multiple attempts) saying that it cannot copy because either the CD or the Drive is dirty. I have wiped the disc multiple times and blew a little bit of compressed air in my Drives to get some dust out but I get the same result. I got a second copy of UT2k3 (Both are legit store bought copies) because I exchanged a game (BF1942, had install problems also) and got another copy. I tried the new version and got the same results. I tried it on 3 different Drives. Here is my system specs:
Athlon XP 2000+
MSI KT4V Mobo
Master = ASUS 8x DVD-ROM Model E608
Slave = TDK 24/10/40B CD-R
Windows XP Professional with SP1
With the two drives I had the error was on disc 1 saying that it was dirty, when I tried a third CD drive, my parents Sony 52X CD-ROM, the first CD installed fine, but the error came about half way through on the 2nd CD saying either the Disc or CD-ROM was dirty.
This is really frustrating and I dont know what else to do. What is the best way to clean my drives and CD's? Also, before the Reformat, I was able to install UT2k3 without any problems at all, it just started after I reformatted, and i have reformatted 3 times and really dont want to again.
Also, I am able to install programs, ie. Drivers and such from other CD's I have, the only problem I have is with UT2k3. If any one can help, I will be greatly appreciative.
