What could cause this?

Problem:
New mainboard - Azza P-4 board
New Case - 350 watt power supply
PC will not turn on. The light on the mainboard shows that it is recieving power. Tried replacing power supply, same problem. Tried case, same problem. Power supply fan doesn't even spin.

I replaced power supply with a nickle plated 400watt $79 power supply and still nothing. It worked fine in another PC.

If all parts work fine on another MLB, and you can put the same pieces on another MLB, and you get no POST, Id say you got a bad MLB.
Now, this is when its a bare bones, ie just MLB RAM CPU P/S and video, right?
And all other pieces tested fine on another unit, correct?

The only thing I didn't try in another box was the board. Everything else functions properly when put in another machine (Case, RAM, Power Supply)
