XP wont recognise my ReWriter

Hi all. I am having a problem with my LITE-ON LTR-24102B CD-ReWriter, in that my OS (Windows XP Proffessional 5.1, Build 2600 SP1) just will not recognise that it is a ReWriter, but instead 'thinks' it merely a standard cd-rom. I also have an LG-CRD8251B.
I have had this problem in the poast, and i managed to find out how to fix it myself, but this time i am having no luck.
I've been badly needing to format my hd for weeks, but cant do so until i can write some data to CD-Rom, which i cant do without a CD-ReWriter, etc.
Can anyone help please?

PC Stats:
AMD Athlon 1600 XP Processor (1400 MHZ)
256 DDR Ram
Win XP Proffessional
40 GB H/D
NVidia GF2 mx 400
Creative Soundblaster Live! Value sound card.

My harddrive has 4 partitions, with 2.68GB free on C.
PLEASE NOTE: I have uninstalled both my LITE-ON LTR-24102B CD-ReWriter and the Nero Burning Software that cam bundled with it, twice to no avail.

when you say you have uninstalled the device, do you mean physically, via the device manager, or both?

Firstly, through device manager, then i physically disconnected both my cd-roms. Neither seemed to make a difference.
