new comp and win xp

I just built a new comp with these specs
-Buslink 48x12x48x Internal IDE CDRW
-IBM 180GB EIDE HD 7200/8MB/8.5/ATA-100
-Corsair XMS Extreme Memory 512MB PC3200 DDR 400MHz
-Intel P4 3.06Ghz 512k Cache, 533FSB SocN 478
-Gigabyte GA-SINXP1394
-400w p4/amd psu (not sure what brand, but got it in a package with my case from internetishop.com (skyhawk matrix case) so that shouldn't be the problem
-Radeon 7000 vid card (i know....)

Okay, I quadruple checked all the connection, and they're all correct. The hardrive is detected the cd-r is detected (as cd-rom because I havn't installed drivers yet) the cpu works fine, and all the ram is detected. Nothing wrong with the vid card.
My problem is: when I boot it up with the hdd and cd drive set as master (on ide 1 and 2 respectavly) and cdrom set to boot first and hdd 0 second, (with windows xp home non-upgrade in the cd drive) the bios boots fine and shows everythings that's connected. But, then it says "boot from CD:." Then about 3 seconds later it says "boot error: please insert system cd and press enter." So I press enter, three seconds, same thing. I take out the cd and clean it, put it back in and press enter, same thing. I try restarting, same thing. What do I do??????

Really appreciate ANY imput
