Starcraft's B.net not helping me

Okay, so heres the situation- my stupid little brother got on bnet without telling me and got somone mad at him and they muted him on his account but apparently it doesnt matter whos account somone squealches you on. so now a month later now i want to play on bnet again but it says that im muted. i cant talk to anyone or go to any help channels or anything. i already tried re-installing starcraft and creating a new account so ive run out of ideas. this really sux cause i was gunna meet somone online tonight and now i cant because it says im muted and it wont even let me talk to my friends. ANY ideas are a tremendous help ~thank you~
P.S. and also i already tried going to blizzard.com but it wont work for me. and since im muted i cant go to blizzard tech support channel on bnet. so you guys are my last hope.
(im running win 98, 56k modem and good processor speed, good RAM, good ect.)

What do you mean it won't work for you?

Didnt the little disclaimer at the end of the booklet say blizzards not responsible for siblings, acts of god etc...?

Thanks guys, when i went to the blizzard web site at about 12am it said that it couldnt find the site it could have possibly been down at that time or my connection was just really bad then.
