New HP Laptop/not able to load XP

I have a HP Laptop ze4125. I am getting this Error message: Procedure Entry Point Not Found In MSVCRT.DLL. I did a google search and came across a string from this site that normally would have fixed this problem. The Problem now is when this did not work I ran the diagtools tha comes with this HP and it seems my CD-ROM is not "Formatted". Whatever that means, I cannot get into the "Recovery Console" by Pressing "R". If anyone has any Idea how I can resolve this problem, I am stumped at this point I have tried everything I know to get this fixed. Even if I bought a "Recovery CD" which is $55.00 on HP's Site, how would I run it with this CD Problem?

If this is a new laptop, I would suggest calling HP's support number (1-800-474-6836). Generally if its under warranty they will cover issues like this and get them fixed right away.
