by disabling netbios over tcp/ip, will this effect my internet experience in anyway?
i am not running any server or anything like that, just sharing an internet connection with a windows 98 SE computer, these two computers aren't even networked

you dont need it. web surfing and ICS dont use it.

oh ok, alright thanks, also, what is this thing that keeps generating pollog.txt and pollst.txt? how can i stop it or turn it off? it's annoying

No clue what pollog.txt and pollst.txt are. What's in the files?
Hit ctrl-alt-del and tell us what programs are running.
