When I attempt to connect to my Philips Black Line S TV via the SVHS lead, the picture is in Black & White, I have checked that the VGA card is out putting in Pal, I have also tried it in NTSC, and get the same result.
Any Suggestions?

Yeah, well, it could be a bigger problem, but more than likely its either a flakey SVideo cable or a bad connection. SVideo has some issue that, when something in the connection is bad, color is the first to go (try going behind your tv, partially unplugging your svideo cable, and watching tv(if you get your tv through svideo that is)).
I'd first check the connections, then try a new cable, and THEN worry about the possibility that either your card or TV is defective.

I tried going behind my tv, partially unplugging my svideo cable, and reconnecting it, and actually got some colour for a split second several times, but as soon as i let go of the cable the screen would turn black, i couldn't get any image at all after that. then, I smelled burnt plastic and saw smoke coming out from my tv, so i quickly pulled all plugs from the TV.
I had to get a new tv (THX ALOT fibbi!!), but i still get b&w and I'm not going to test fibbis method again (and I don't recommend anyonelse either it).
Electronic equipment should be TURNED OFF, with NO ELECTRICAL PLUGS plugged, when you attach/detach any signal carrying cables. This applies to ALL equipment.
Yes, it will probably work anyway even if you have the thing turned on, but in 5% of the cases it will BURN UP, so dont take the risk.

I thought the TV had burnt up, but actually nothing had happened to it. It works just perfectly.
After some investigation, I found out that it was my 300$ MOTHERBOARD that had burnt up along with the 200$ graphic board (THANKS ALOT fibbie !! WE "REALLY APPRECIATE" your suggestions).
