The place that I work at has a public computer room and everyone keeps changing the settings and messing up the PC's.

How can I set them up with password administrative protection, so people can't change the background and mouse settings etc?

I have XP so I only know how to do it on my PC.

they run 98 but not the SE version just the reg version.

use poledit, heres a good tutorial.

click start, run, type gpedit.msc (don't know if this is just in xp or not) and then group editor comes up. click administrator templates and set it up so people can't change your settings.

WIndows 98 isnt' set up that way, rex. It wasn't really designed to be a multi-user system, and there's very little built-in security.

It's actually one of the worst operating systems to have in an environment like the one described in the original post in this thread.
