Microsoft Word. Just make a document, format it the way you want, and save it as an html page.

problem with word is it wants to imbed the pics in the document and that doesnt translate well when slapped on a webserver

Well, the best tool to use that is like FrontPage Express in terms of ease of use is none other than FrontPage 2000, hehehe ...
I guess the closest thing to "FrontPage-like" interface is DreamWeaver and Adobe GoLive ... I remember HotDog Express as being a good WYSIWYG editor for webpages...

There is a program called WebXpress, wich is really simple to use, that a moron could figure it out. Only problem with it, is that it likes sticking something like this at the top of every page you make, in the source:
<HEAD>
<!-- $MVD$:app("MicroVision WebExpress","769") -->
<!-- $MVD$:template("","0","0") -->
<!-- $MVD$:color("18","80ff","Orange","1") -->
<!-- $MVD$:color("19","ffd6ce","Lavender","1") -->
<TITLE>Ring of Justice - Home</TITLE>
<META NAME="GENERATOR" CONTENT="MicroVision Development / WebExpress">
</HEAD>
Wich is kinda annoying if somone looks at your text, and says "Hey, that guys useing that webxpress html editor, and is lam" or soemthing like that.

It's kinda like FrontPage inserting the "generator" meta tags on a new page ... granted it's pretty easy to remove, but it can be annoying
