trouble using IIS

i've recently tried to set up a web ftp that's something like http://hyedrum.neoca.net
i've installed the proper IIS components and set it up, both the IIS and my router
the problem now is, i'm the only one who can access my own ftp server, no body else can

The most common cause of your problem: Your ISP blocks you from running servers, meaning no one can open an ftp connection to you. In your Terms of Service agreement with your ISP, does it say something along the lines of "thou shalt not run a server on our bandwidth"? If yes, there's nothing we can do about it.
Second most common cause of your problem: You have a router, switch, or hub between your server and your ISP. Port forwarding is the answer to that one.
Third most common cause of your problem: a personal firewall that automatically blocks incoming connections unless you have specifically allowed them. Windows XP comes with just such a firewall. Solution is to configure the firewall to allow incoming ftp connections.

ok, but if my ISP blocks port 80 to prevent others from using server, can't i forward all traffic from port 80 to port 81? then it'll work right?

Perhaps I should rephrase.
If your ISP is blocking you from running a server, OpenTechSupport.net will not help you violate your Terms of Service agreement.
