video card working over fps

when I play CS, it freezes when i turn and shoot temporarily and things like that, and when I have my net_graph up its trying to do 72 fps when my video card can only do 30 fps.
my comp is
P3 800mhz
128 RAM
32 MB nvidia TNT2 vid card
What could be causing this prob and how do i fix it?

Try getting the latest drivers for your card they are availible at www.nvidia.com. If this is during online play, one possible cause is lag in which case the problem is not your videocard and the only solution is a faster connection.
