can't delete file

I have a video file in the recycle bin that I can't delete or move. It gives me the prompt -Cannot delete file it is being used by another person or program. Close any programs that might be using the file and try again. I have no idea what program or person is using this file. How do I get rid of it? Thanks.

Try booting in safe mode and then deleting it. (f8 at startup)

pull up your program manager and take a look at whats running. also check your start up in msconfig to see if something is starting on bootup.
