Is there cheating on UT servers?

I am wondering if there is rampant cheating on UT servers. I just started playing online with UT and I have noticed several people seem to start with all the weapons ect. One or two even with shields on. Are they just super fantastic players or is there cheats out there that I don't know about that seems to be ruining the game.
p.s. I am an above average player who seems to get ranked just after these guys. However, I might get 14 frags and they get 30+.

cheating on UT isn't unheard of, but I don't think there are cheats that start you out fully loaded.
Does it happen in EVERY map?
The real question is to see if they are using weapons not in the map, or the shield belt if it's not in there.
be sure to find out for sure if there's a belt in the level before accusing them though, they could just be very fast, or translocaters.

Don't worry Bishop, I was not accusing anyone (besides, I did not take down the server or names for reference). I find it just curious that the same 2 or 3 people started out with shields on in the first 3 seconds of the game. Is that possible? Mind you I am not familiar with all the maps yet, but the top 3 guys seemed to have all the advantages. I was wondering if there were cheats that would confer such skills or where they natural skills (I am no slouch in the fragging end either)

was it a plain DM server or was it running a mutator?
could have been invulnerability on startup, everyone spawns with an invulnerable shield belt for 5 seconds every time they die.

No it was regular DM. Just these 3 guys had shields all the time...my question is this, are there any cheats out there that does this?

I don't know any ut cheats specificly, just the obvious types (autoaimers and such), but I don't think there are any, and if they are, they aren't wide-spread.
if every lamer ran around with constant shield belt, you'd hear about it.
more likely than not is that there are multiple shield belts in the levels played, and the first thing they did was get them.
