Building new comp...NEED HELP!!

Hello. I just purchased a new motherboard, because my previous one burned out from overuse I suppose. Once I got my new motherboard in I had to buy a new case. I replaced most components from the old computer into the new motherboard and tower. I now have a 1.3 Ghz AMD Athlon porcessor with a heatsink and fan on the new motherboard as well as 2 sticks of PC133 256MB SDRAM and a GeForce 2 MX400 64Mb video card (new) and a DLink network card.
Once I plugged in the power supply (200W Max) to the motherboard the light on the power supply would go dead as if the power supply was not powerful enough for the new motherboard. So, I went out and purchased a new power supply (500W Max), hoping this was the problem. THEN come to find out...it does the same thing as before. I am not quite sure what the problem is. It won't even start up the board at all. I believe I hooked up the case cords properly as well as the processor. Any idea what the problem could be?

Check to make sure the board's not shorting out on the case. The board should only be touching the mounting posts it's screwed into.
edit:..........Also what's the name and model # of the motherboard?
Are you sure your ram is compatible with the board?

The Mobos for Athlons that use the later chipsets often require DDR ram instead of plain SDRAM. Make sure that your board supports that ram that you are using. You should also make sure that the prcoc is compatible with the motherboard (just because it fits in the socket is not an indicator of compatability).
