internet freeze

I own athlon 1.4, 256 ram, windows me, adsl connection in France with wanadoo; my computer freezes and unfreezes every one/two minutes; sometimes it can work splendidly during 20 minutes.
My provider says it is linked to the computer; who can help?

Have you tried dumping temporary internet files and all offline content?
You may need to delete the index.dat, it can become corrupt. Check the size of it inside the temporary internet files folder inside the Windows folder.
There are programs that can delete the index.dat file on reboot (can't be deleted from within Windows). It can also be deleted manually from DOS.
There are batch files that can delete temporary files that may not be deleted from within Windows.
I am not computer literate enough to give instructions to delete these manually.
You can also empty the Temp folder after a reboot (if you have just installed a program). It can get "over-full" and cause slow downs and freezes. Don't delete the folder, empty it from within. If you get the message a file cannot be deleted, skip it and delete all you can.

Download Spybot Search and Destroy and make sure you don't have a bunch of spyware/adware hogging your bandwidth behind your back.
Run a virus scan to make sure you're not infected with anything nasty that is sending out data behind your back.

Is it your computer in its entirety, or just the internet? If just the internet, try shutting off the power to the modem for about 10 seconds. Then turn it on and re-establish the conection. Acording to SBC Internet Services, powersycling the modem is the best way to resolve conection problems.
