Is there any way I can set up Outlook to work with Hotmail? Or is Outlook Express the only one I can use out of the two.
Reason is all the junk mail filters only work with Outlook.

You would need to use third party program to do this, since Outlook doesn't use HTTP as a server type (unlike Outlook Express), and just uses POP3 and IMAP.
Here are a couple of things to try:
Web2Pop
Hotmail Popper
Either should work in retrieving email, but you cannot "send" email with Web2Pop...

Use Outlook Express, it's a better program anyway. It responds much faster than Outlook.

Sorry to burst your buble, but OE is terrible. It has so many security holes, it will blow you away. I'm a MS fan (and user of Outlook), but OE is not the way to go at all. If you want to use a less system demanding mail client use Mozilla Thunderbird.
