laptop boot problem

I have a Packard Bell laptop Easy Note Sc 3705 with a PIII 700 mhz proc and a Phoenix bios 4 rev 6. The problem is that after
the BIOS POST and detecting cdrom/hdd before boot automatically restart each time and forever. If I change from BIOS options
about SpeedStep and Silent Boot and disable them, after identification of cdrom/hdd it doesn't boot and stuck. Do you have
any ideea what could be the problem?
