gta 3 vice city music

i recently bought Grand Theft Auto Vice City on Ebay for my pc and for some reason, the stations aren't playing music. they have the talk show going on, but the music would be cool. here are the specs for my laptop if it will help. Sony Vaio PCG-V505AX
P4, 1.8ghz, 512mgb ram, 32bit Mobility Radeon
oh yeah, i'm running on windows 2000, not windows 98/me.
