I want to make some kind of forum for my simpsons site, when I make it better, does anyone know how I would go about that? I want my forum to be as good as this one

The OTS forums use vBulletin as its forum script. Unfortunately, it costs $160 for an owned license, so I don't think you'd wanna pay that amount (and don't even consider UBB, since they're going for $249).
You can check out a couple of free forum script options out there:
1.) iKonboard - totally free, and can be customized to look good and match your site. It also has some great options like this forum. This one uses CGI/Perl, so your server would have to allow you to run personal CGI scripts in order for this to work.
2.) phpBB - another free forum script, this one uses PHP/MySQL like vBulletin, and is very fast. It has less features than ikonboard, but it's still a very good option. Unfortunately, since most servers (especially free ones) don't allow PHP or don't have MySQL available, you'll be pretty limited on where you can install this.
Of the two, iKonboard is more accessible since it can be installed on any server with a personal CGI-BIN. How it looks like in the end will be entirely up to you...
