New machine skips POST

Just stumbled upon this site while searching for answers to this problem...thought I'd try here while I was at it. Anyway,
I thought I've seen it all...I just finished building a new machine (Biostar U8598 board with P4 2.4G processor. 512 DDR with 2 IDE drives. Win 2K pro installed)
Here's the kicker... every time I need to restart, the machine, I actuallyhave to do it twice because the first time the POST process is skipped annd the machine just hangs. However, the 2nd time I boot, it kicks right in and starts right up.
I have updated the BIOS (twice now) swapped out the memory with ones I KNOW work. Reseated all cards, video included. Any ideas on this one? I'm really scratching my head.

Do you have (Quick Power On Self Test) enabled in Bios? If so, disable it to see if that makes a difference.

I wish that was it - I was hopeful, but the problem still remains.
I found updated drivers for the board but that made, of course, no difference. Possible that the board is just bad? But how do you prove it since this literally is an intermittent thing.

thats the most likely answer, nothing should make a board skip post. so its a bad, bad board.
