S,
Your problem is due to deleting files and programs without using the add remove program feature. There is other software that you can use when deleting programs.
All ways make sure before you delete anything, that it is not a program.
Small portions of these files remain on your pc. When your computer starts up it is looking for the missing files. This can lead to lockups especially when your operating system starts.
First, think back to what you deleted or what software/program you got rid of, then re-install it then uninstall it by using ADD REMOVE PROGRAMS.
If you deleted a file that the os needs, use a restore disk if you have one. If not, you will have to extract them from your os disk.

you can also try the system file checker (go to start/run and type in SFC) Set it to warn you about missing files. You will need your OS cd in the drive to fix any missing files it finds.
If the file is from a program you uninstalled improperly, you will have to reinstall and uninstall it like rock says. You may also want to go into msconfig (start/run and type in msconfig) and check the startup tab for any programs you do not wish to have start along with your computer. You may uncheck them from here, and if you wish to remove them completely from your computer, use add/remove programs.
