pop up problem

whatever im doing pop ups saying stuff like "want to get rid of pop ups" and "would you like to download this" keep appearing, even when im offline, i dont know whats wrong due to the fact that im new to PC's.

Spyware/Malware/Adware. Get Adaware and Spybot, update, and then run. Of course if you have Bonzai Buddy, Weatherbug, GAIN, Offer Companion, MySearch, Hotbar, Comet Cursor, Webhancer, New.net, Claria, Coolweb, Xupiter, Backweb, Alexa, ... etc ... installed, you're just asking for popups.
Once you're sure all these fun little programs are gone, consider using the Google Toolbar or Firebird to avoid popups while browsing.
