Booting Issues

I have recently had problems with my computer. To start off with I started the computer up and got to the desktop of WinXP and noticed a odd electrical smell, almost like something was burning. So, I turned off the computer and ever since then I have not been able to boot the thing up. The power seems fine, since all the fans on the cpu and chip are running, and even the power supply's fan is on. The thing is though, my cdroms are stuck in some kind of loop where the lights stay on and i can't open them unless i disconnect them from the IDE cable. Also, the hard drive wont kick over completely to initiated a boot up. Any help would be appreciated.

Oh, forgot to mention it's a P4 2.00 GHz, 700 MB ram, motherboard is an MSI with intel's 845 ultra chip, with a Geforce 4 MMX, 300 Watt Power Supply.

well, something cooked, obviously.
strip it down to mobo, ps, cpu, ram, and video and try to boot. you can remove the video and part of the ram later if necessary.
im guessing its your motherboard or power supply that went however.

Thanks for the help, had all the components tested and it looks like i got a cheap psu which took out the mobo. Needless to say that im out a good bit a money now but im definantly not buying another 35 dollar psu again.

This is a long shot, but you said there was an electrical smell. There is a good chance that it indicated that the component you burned is a big ass condensator. The big ones can be replaced if nothing else is damaged. It should be easy to recognize which one is burned, cause it probably popped open or is blackened.
