How do I uninstall windows ME from a hardrive and install windows XP?

If you're looking to save everything you currently have, I'd suggest upgrading, as Windows XP does run decently on the upgrade.
If you are wanting a totally fresh install with nothing that you had before(Unless you back it up to CD's or whatnot), then Windows XP will give you the option of whether to format or not, select yes if you want to go to this route.
