Sound Issues

Since recently I have been having some problems with my sound card. Sometimes when I boot the computer up it will work fine, but other times it acts like I don't even have an audio device installed, and uses the system beep where a sound should be played. I can't uninstall the sound card because I can't access the System Management in the Control Panel, It just won't open. If you have a solution or a reason why it would do this, please reply. Thanks
