SWG skill leveling bug?

I have a problem with SWG leveling system. I am just starting out as medic and have plenty of skill points left. I am 'yellow' in qll four areas and am not allowed to get more xp? I almost have enough to level in all 4 but am not able to get xp when I should (by healing or med making)? Do I have to give up a skill to free up some points? what happened here--I can't train until one of them turns green? Please help--would rather not start over...

At rare times, XP doesn't show up immediately.
Usually logging out and back in will make it show up.
