Does anyone know what "Msimn", is supposed to mean and how the heck I can stop it or make it so that it does not appear on my system. For the reason is that everytime it appears, I have to restart my entire system again to make it go away, it will not leave any other way.

It sounds as though that file may be corrupt. You should be able to locate that file on your XP CD and replace it. It is an OE file.
