Simcity 3000 in windows XP

I have a problem running Simcity 3000 in windows XP: I can't accelerate the time. It is stuck in the slowest mode. It was working perfectly under windows 2000.
I tryed changing the compatiblity options on all executable files, but it didn't work.
Anyone knows how to make it work?
