GTA: Vice City Hangs

I have a very annoying problem in Vice City. I'll start playing, and then the game will just freeze for anywhere from 2 to 45 seconds. Then, it'll return to normal, running very smooth. It just seems random when it does this. Sometimes it'll do it a whole bunch of times in a row, and sometimes it will go without for 5 to 10 minutes. I've closed almost every background task there was, except the ones needed by Windows. I have DirectX 9.0b. I've messed with all the ingame settings, no luck. I've used a draw distance tool to make it go down, waaay down, no luck. I've tried 3D analyze, nope. Latest drivers, negative. Reinstall, didn't work. Defrag, zip. No spyware or adware. No virus scanners running. I believe I'm running out of options here.

Anyone know how to fix this?

System Specs:

Intel Celeron CPU 1200 MHz
512 MB of RAM
16 MB Trident Video Accelerator CyberBlade XP Ai1 (Yeah, I know, it sucks, but if most of the game runs smooth as silk, I don't see why this would be a factor.)
ALi Audio Wave sound
Windows XP Home Edition

Well, you don't meet all the system requirements.

I would actually assume your problem is happening because of your video card. It probably hangs because your video card is trying to process everything, but can't do it effeciently because it is older or not really up to the task of Vice City's graphics. You could buy a cheaper new MX card.

Yeah, if u dont have that much money to spend get a geforce 4MX. Its a crappy card but i'm using it with GTA 3 and the game runs like a dream.

Ahhh...you see the problem is that I have a laptop, so the video card isn't exactly upgradable.
